N\u00f3 \u0111\u01b0\u1ee3c m\u00f4 t\u1ea3 trong <a href=\"https:\/\/tools.ietf.org\/html\/rfc791\" target=\"_blank\" rel=\"noreferrer noopener\">RFC 791<\/a> t\u1eeb n\u0103m 1981.
